According to Rick Henderson, of Homeless Link, hostels are forced to turn people away because residents who are ready to leave have nowhere affordable to go.

“In Homeless Link’s annual review of the sector, we found that 32% of people in homelessness projects were ready to move on but were unable to because of a shortage of available accommodation. More than half of those waiting for an affordable home to move into wait for up to three months.” http://www.theguardian.com/housing-network/2014/may/06/affordable-housing-shortage-homeless-hostels
